San Francisco, CA — Mayor London N. Breed and Budget Chair Matt Haney released the following statement after coming to an agreement on a two-year budget last night. 

“I’m proud that we’ve reached an agreement on a Budget that will tackle the challenges confronting this City -- to make historic investments in homelessness and mental health, to support our most vulnerable, to keep people safe, and to prioritize our economic recovery with a focus on lifting up all San Franciscans,” said Mayor Breed. “Our budget is the most important thing we do as a City, and I want to acknowledge all of our hard-working staff who helped get this budget deal done, especially my Budget Director Ashley Groffenberger and the Budget team. I also want to recognize Supervisor Haney for his collaborative work as Budget Chair throughout this process. I’m proud that we were able to work with the Board of Supervisors to put forward a budget that will benefit our City and our residents as we emerge from this pandemic. We are providing badly needed immediate support for our residents and our City while still maintaining our reserves for the inevitable turbulent times that lie ahead for us. Budgets are hard work, and tough choices have to be made, but ultimately this is a budget that will benefit all San Franciscans.”

This budget agreement will prioritize their recovery, safety, health, and wellbeing and put our city on a path to come back even better,” said Supervisor Haney. “It makes historic, critically needed investments in solutions to homelessness, mental health, and economic development.  I’m thankful for Mayor Breed for her leadership and partnership, to her hardworking staff, to all of the members of the public who participated and gave input, and to all my colleagues on the Budget Committee and the Board.  We spent hundreds of hours over the last few months, working together, ensuring that every dollar was spent with the goal of impact for our residents where it is most needed.  The challenges facing our city are still significant, this budget gives us the foundation and the investments to make huge strides in addressing them. We will continue working together collaboratively and purposefully to get things done for our city and its people.”

Mayor Breed introduced her proposed two-year budget on June 1st. That budget proposal included important new investments to support San Francisco’s economic recovery, continue the COVID-19 response, ensure public safety, provide behavioral health care, prevent homelessness and transition people into services and housing, create more housing, promote nonprofit sustainability and equity initiatives, and support children, youth and their families. 
San Francisco’s $13 billion budget is unique because not only does it include normal City level functions, but it also funds county level functions like the Department of Public Health as well as San Francisco International Airport, the Port, a citywide transportation system, and a water, sewer and power delivery system run by the San Francisco Public Utilities Commission. 

For the last month, the Budget Committee of the Board of Supervisors has been holding hearings on this proposed budget and making adjustments. The budget agreement announced tonight between the Mayor and Supervisor Haney largely maintains all of these investments, and adds additional support for small businesses, housing stabilization, and clean streets. 

The Budget now moves from the Budget Committee to the full Board of Supervisors for a vote in July.  The Budget must be finally approved by the full Board and signed by the Mayor by August 1st.
