In 2005, Mayor Gavin Newsom and then Superintendent of Schools Gwen Chan made a pledge to support the creation of a citywide afterschool system called Afterschool For All to address existing challenges and aim to provide "afterschool for all" youth. The City, San Francisco Unified School District (SFUSD), community partners, and parent and youth representatives are working together to meet two main goals : 1) Increasing access to out of school time programs for all who want them, and 2) Enhancing the quality of out of school time programs. Afterschool For All was renamed as the Expanded Learning Collaborative in 2013, which continues to be led by the Department of Children, Youth & Their Families and SFUSD.
