Office Early Care and Education (OECE)
OECE was created in 2012 to align and coordinate programs and funding streams from the Department of Children, Youth, and Their Families (DCYF), the San Francisco First Five Commission, the Human Services Agency (HSA), and the San Francisco Unified School District (SFUSD) to serve children up to five years old in San Francisco. The goals of OECE are to improve access to early care and education, improve the workforce that serves those purposes, and build up the system capacity.
On November 4, 2013, Mayor Lee appointed Barbara Coccodrilli Carlson as the first new Director of the OECE.

Department of Children, Youth, and Their Families (DCYF)
DCYF creates and facilitates innovative citywide policies and projects in support of children, youth, and families. As a result, children, youth and families from throughout the City participate in a broad range of programs in the areas of early child care, academic support, health and wellness, youth workforce development, and cultural enrichment. DCYF welcomes the participation of children, youth, and families in civic life, provides information to families throughout the City, and supports efforts to keep San Francisco family-friendly.

First 5 San Francisco
First 5 San Francisco is the only public agency in San Francisco solely dedicated to the healthy development of children ages zero to five years. The mission of First 5 San Francisco is to insure that all children ages zero to five in the city have the resources and support necessary to enter kindergarten healthy and ready to succeed in school on all levels – academically, socially, and emotionally. First 5 San Francisco offers resources, support, educational tools, and oversees the City’s Preschool for All and Family Resource Center Initiatives providing universal access to all San Francisco’s children and families.

Human Services Agency (HSA)
HSA is a department of the City and County of San Francisco and the central resource for public assistance in the City. HSA’s mission is to promote well-being and self-sufficiency among individuals, families, and communities in San Francisco. HSA was formed in 2004 with the merger of two previously existing City departments, the Department of Human Services and the Department of Aging and Adult Services. The Agency retains two commissions and two department heads.

San Francisco Unified School District's Early Education Department (EED)
EED, in addition to being committed to the SFUSD overall mission, is committed to providing high-quality early childhood education services for children in a safe, caring, and nurturing environment that promotes each child’s social-emotional, physical, and cognitive growth and competency through appropriate experiences. The department validates the cultural and linguistic heritage of each child and supports families in maintaining their children’s physical and mental health.
