Statement from Mayor London Breed on Signing of Senate Bill 40
San Francisco, CA — Governor Gavin Newsom today signed Senate Bill (SB) 40, authored by Senator Scott Wiener (D-San Francisco). The bill makes amendments to strengthen Senator Wiener’s SB 1045, which allows San Francisco to conserve people suffering from serious mental illness and addiction.
“We cannot allow people on our streets who are suffering from severe mental health and addiction issues to continue cycling in and out of our hospitals and the criminal justice system without getting the help they need. Allowing them to continue to get worse when they are incapable of caring for themselves is not humane. Conservatorship allows us to provide the wraparound services needed to stabilize them and begin their recovery to get their lives back on track. We’re ready to get to work to help those most in need, and I want to thank Senator Wiener and Supervisor Rafael Mandelman for their work on this important issue.”
