New Department of Technology Director to Lead City’s Technology Infrastructure & Expand Connectivity for Residents & Businesses

Mayor Edwin M. Lee today announced his appointment of Miguel A. Gamiño, Jr. as San Francisco’s Chief Information Officer (CIO) and Director of the Department of Technology (DT). Prior to his appointment as Acting CIO, Gamiño served as Chief Operating Officer for DT.

“San Francisco is an innovation leader, and we are committed to bringing that innovation into City government to make it more responsive to the needs of our residents, visitors, and businesses,” said Mayor Lee. “Miguel has a proven track record of getting things done, including helping to bring free municipal Wi-Fi to 32 parks and helping to develop a technology roadmap for San Francisco. He shares my vision and commitment of using technology to provide more efficient City services and engaging our diverse communities.”

“Miguel Gamiño is a proven leader who will ensure San Francisco government provides the technology services to its residents that they deserve,” said City Administrator Naomi Kelly, who chairs the City’s Committee on Information Technology (COIT).  “Working together on a cost effective and innovative approach to invest in our information infrastructure, we can provide the technology access that San Franciscans need to succeed in the 21st Century.”

As the City’s CIO, Gamiño will provide the strategic direction for San Francisco’s use of technology. The CIO advises the Mayor, Board of Supervisors, and City Departments regarding opportunities to leverage technology to improve government services, and develops and implements a plan for Citywide technology, embracing best practices and serving as the catalyst for enhanced technology. The City is developing a strategic plan to further expand connectivity for the public in various locations across the City, and continues to work collaboratively with organizations and members of the public in ensuring that internet connectivity and high speed internet is accessible for all residents

Gamiño currently serves as Mayor Lee’s designee for the City and County of San Francisco on the Intergovernmental Advisory Committee (IAC) for the Federal Communications Commission (FCC), in Washington D.C.

As Department of Technology Director, Gamiño will manage the Department’s daily operations with more than 220 employees and an annual operating budget of more than $90 million. The Department of Technology delivers critical core services to approximately 28,000 employees and more than 800,000 residents.

Prior to joining the City in July 2013, Gamiño served the City of El Paso, Texas as the Chief Information & Innovation Officer and Director of the Department of Information Technology Services.

Gamiño holds a Bachelor’s degree in Business Administration from the University of Texas at El Paso. He is a Certified Public Accountant (CPA) with a current certificate with the Texas State Board of Public Accountancy. He also attended the CIO Institute at Heinz College of Public Policy and Information Systems Management at Carnegie Mellon University in Washington D.C.

Gamiño replaces former CIO Marc Y. Touitou who left the position for the World Health Organization.
