Mayor Lee Announces Appointments of Patrick Mulligan as Director of Office of Labor Standards Enforcement & Shireen Mcspadden as New Executive Director of Department of Adult & Aging Services

San Francisco, CA—Mayor Edwin M. Lee today announced the appointments of Patrick Mulligan as Director of the Office of Labor Standards Enforcement (OLSE) and Shireen McSpadden as the Executive Director of the Department of Adult and Aging Services (DAAS).

“Both Pat and Shireen are proven leaders who work tirelessly on behalf of San Francisco families. Pat is a carpenter, a strong advocate for workers and working families, and member of the Building and Construction Trades, an organization that originally started the Office of Labor Standards Enforcement, to enforce our City’s prevailing wage and labor laws. He is a life-long San Franciscan with years of experience working with communities and neighborhoods across our City and he has a proven track record of representing workers and enforcing local laws like our City’s landmark Local Hire Ordinance, where he worked with labor and business to enforce our new local hire laws and employ thousands of San Franciscans in good paying construction jobs.” said Mayor Lee. “I am confident that Pat will build on the outstanding work of Donna Levitt, herself a carpenter, to redouble enforcement of the City’s minimum wage and prevailing wage laws, make sure workers have access to health care and safe working conditions and vigorously implement Paid Parental Leave, a first in the nation and the most significant new law in decades to benefit working families.”

The Office of Labor Standards Enforcement (OLSE) enforces labor laws adopted by San Francisco voters and the San Francisco Board of Supervisors. It ensures that public works contractors comply with prevailing wage regulations, enforces the Minimum Compensation Ordinance and Health Care Accountability Ordinance, and administers the City's Sweat-free Contracting Ordinance. OLSE also enforces other labor laws, including the San Francisco Minimum Wage Ordinance, Paid Sick Leave Ordinance, the Health Care Security Ordinance, the Family Friendly Flexible Workplace Ordinance, Fair Chance Ordinance, and the Formula Retail Employee Rights Ordinances and will be responsible for enforcing the City’s new Paid Parental Leave Ordinance.

Mulligan has more than 20 years of experience in the labor and construction fields. He was most recently the City’s Director of CityBuild, where he implemented the City’s first Local Hire Ordinance and First Source Hiring Program. He also led workforce training programs, where he directed recruitment, training activities, and employment services including an Academy that specialized in training and job placement services dedicated to public housing residents. He supervised a team of 20 compliance officers, employment placement staff and others and oversaw a $7.5 million budget. He previously served as Financial Secretary at Carpenters Local 22. Mulligan holds a Bachelor’s degree from the University of California at Santa Cruz.

Mayor Lee also announced his selection of Shireen McSpadden as the new Executive Director of DAAS.

“Shireen has spent her entire career working to improve the lives of seniors and people with disabilities in our City’s diverse neighborhoods,” said Mayor Lee. “I’m proud Shireen’s career reflects our San Francisco values of making sure everyone shares in the prosperity of our City and keeping our City a place for everyone. I am confident she will continue her strong advocacy on behalf of our City’s seniors and address the needs of some of our most vulnerable residents to help them thrive.”

McSpadden has worked in the nonprofit and government sectors serving seniors for more than 25 years and she is currently the Interim Executive Director of DAAS where she helped strengthen the department and shape programs and policies for seniors and people with disabilities. Prior to that she was Deputy Director for 12 years where she supervised Program Managers for In Home Supportive Services, Protective Services, Long Term Care Operations and Community Services/Intake which included a staff of 350. McSpadden was also the Executive Director and was a Case Manager and Director for the Network for Elders, a non-profit social service agency serving seniors and people with disabilities in San Francisco’s southeast neighborhoods. She is an Executive Board Member at Glide Foundation, a Member of the Community Advisory Council for the Center for Aging in Diverse Communities, an Appointee of the California Judicial Council’s Probate and Mental Health Advisory Committee. She has held several board appointments serving seniors, people with disabilities and serving our diverse neighborhoods.

The Department of Aging and Adult (DAAS) plans, coordinates, provides, and advocates for community- based services for older adults and individuals with disabilities, and works with nearly 44,000 San Franciscans each year. The Department of Aging and Adult Services (DAAS) implements and funds programs for seniors whose support system is limited and who want to stay in San Francisco. DAAS works to ensure that there is adequate support for seniors across the economic spectrum through programs like the “Villages” program model, congregate meals, and activities provided at community senior centers, and the home-delivered meals program for those living in more isolated situations. DAAS has also programmed new funding in its nutrition and community services programs. The department funds 45 community service providers for programs such as congregate meals, senior centers, home-delivered meals, case management, family caregiving, naturalization, and legal service to support older adults as well as younger disabled adults. McSpadden holds a Bachelor’s degree in Psychology from College of Wooster and a Master’s degree in Nonprofit Management from the University of San Francisco.
