Mayor London Breed Appoints Anne Taupier to Serve as Director of Development in the Office of Economic and Workforce Development

Taupier will assume leadership of the office’s Joint Development Team and serve as the City’s lead negotiator with large development projects, which provide significant amounts of new housing and affordable housing

San Francisco, CA — Mayor London N. Breed today announced that Anne Taupier will serve as Director of Development in the Office of Economic and Workforce Development (OEWD). Current Director of Development Ken Rich is retiring from City service after 23 years. 

The OEWD Director of Development spearheads the City’s efforts to ensure that proposed large development projects provide robust community benefits packages, including new affordable housing, public open spaces and workforce development opportunities. The Joint Development team has managed projects over the last ten years that have resulted in approval of more than 20,000 new housing units, including 7,000 new affordable units and 40 new acres of public parks and open spaces. 

“We have a severe housing shortage in San Francisco and we need to create more homes so people can afford to live here,” said Mayor Breed. “I’m looking forward to working with Anne to ensure that large development projects continue to provide for our communities, so that we can address the City’s housing shortage and create desperately needed affordable homes.”

Ms. Taupier will work alongside the Director of Housing Delivery and the Director of Planning to address the City’s housing shortage as quickly and aggressively as possible. Mayor Breed appointed Judson True as Director of Housing Delivery in 2018, and recently appointed Rich Hillis as Planning Director.

She knows that we can’t keep underbuilding the way we have for decades and expect better results,” said Ms. Taupier. “We have to correct course, and I’m proud to be a part of her team to entitle, deliver, construct and stabilize housing for every San Franciscan.”

Ms. Taupier has worked as a Project Manager on the Joint Development Team in OEWD since 2009. In this role, she has worked collaboratively with every City agency involved in the coordination, management, and approvals of large, mixed-use development projects as they navigate the City’s entitlement, legislative and political processes.

Throughout her years on the Joint Development team, Ms. Taupier has led numerous negotiations with developers to provide community benefits packages that reflect and enhance the City’s housing affordability, sustainability, jobs, open space, equity, and transportation policy objectives. She has worked on numerous projects, including Hunters Point Shipyard, America’s Cup, 5M, the Plumbers Union Mixed-Use project, the Conservatory of Music student housing project, the India Basin mixed-use project, and the Flower Mart.
